Step 2: Scope Analysis

The Scope Analysis phase is a detailed consideration of the breadth and depth of the project – who is involved, who is affected, what the current business processes are and how they will be affected. During this phase, the estimated cost to complete the next phase, the Planning phase, is also determined.
Agency staff works with ITE staff or other IT professionals to analyze the project, determine the hardware and software needs, complete the deliverables for this phase (see below) and determine the funding needed for the Planning phase.

Agency staff brings the project before the IOWAccess Advisory Council to request funding for the Planning phase.
If the cost to complete the project is expected to exceed $50,000, the Technology Governance Board must approve a Request for Proposals.
If funding for the Planning phase is approved by the Director, Department of Administrative Services following the Council recommendation, agency staff works with ITE staff or other IT professionals to complete the Planning phase.
In some cases, the Scope Analysis has been detailed enough to allow a reliable estimate of total project costs. In these instances, the funding request covers both the Planning and Execution phase costs.

Needed by the IOWAccess Advisory Council for Funding Decision #1:
Agency staff prepares a Project Concept Paper outlining the background and goals of the project and the projected cost for the next step, the Scope Analysis phase. Projects supporting community-wide visioning programs and designated as an Iowa Great Place pursuant to section 303.3c. may receive additional consideration.
note: The Project Concept Paper was extensively revised in August 2008.
In addition to the Project Concept Paper, the agency includes a Request for Approval of Transaction Fees if needed.
