Initiation requires the investment of a small amount of resources, creates a starting estimate, and can be completed at no cost to either the council or the agency, other than the time needed to complete the Project Concept Paper.

The agency staff works with Iowa Information Technology Enterprise (ITE) staff to assess the project focusing on the factors to be considered by the Council, with emphasis on utilizing information technology standards.

Determine Vendor Resources

You should contact your proposed vendor as soon as possible to allow for resource allocation; if ITE is that vendor, contact Mark Uhrin (mark.uhrin@iowa.gov).

Agency staff brings the project before the IOWAccess Advisory Council to request funding for the Scope Analysis phase.

If the cost of the Scope Analysis is expected to exceed $50,000, or 750 staff hours, the Technology Governance Board must approve a Request for Proposals.

If funding for the Scope Analysis phase of the project is approved by the Director, Department of Administrative Services following the Council recommendation, agency staff works with ITE staff and the IOWAccess Advisory Council manager to complete the next phase.
