The Planning phase is the construction of a plan for the development of the application. It identifies the elements, conditions, and steps of the application, as well as the expected outcomes and end-products. At this phase, a detailed "blueprint" of the final product is completed, ready for development, testing and final release to the end user. Agency staff works with ITE staff or other IT professionals to develop a detailed plan, determining the funding needed for the Execution phase (if necessary), and completing the documents needed by the IOWAccess Advisory Council for the next funding decision (see below). |

Agency staff brings the project before the IOWAccess Advisory Council to request funding for the Execution phase, if funding has not already been approved.
If the cost to complete the project is expected to exceed $50,000 or 750 staff hours, the Technology Governance Board must approve a Request for Proposals.
If funding for the Execution phase is approved by the Director, Department of Administrative Services, following the Council recommendation, agency staff works with ITE staff or other IT professionals to implement the project.
Required for the Planning Phase
Needed by the IOWAccess Advisory Council for Funding Decision #2:
- Return on Investment - Planning Phase (Parts I, II and III) document (ROI), to justify the project cost.
- Request for Approval of Transaction Fees if needed.
