Step 4: Execution

Execution is the final phase in the development process, where the application is constructed by developers using the documents from the previous phases. The end result, the application software, is ready for testing, deployment and closure.

Agency staff works with ITE staff or other ITE professionals to complete the following steps:

• Testing. The Test Plan is used to see if the application performs as expected. Such factors as ease of use, disability accessibility, performance, expected outcomes, and appearance are all considered.
• Deployment. Rollout to the public user takes place. During this period, any "bugs" may be repaired and slight modifications may be made based on user feedback. Any extended modifications will require another request for funding from the Council, usually at the Planning phase.
• Closure. The project development items are archived and an assessment is done that may be useful in future applications.

Vendors or other IT professionals provide:

• Application Software
• System Acceptance documents

In addition, ITE provides:

• A final Hosting Document
• Authentication and Authorization SLA, if needed

When the project is completed the agency provides:

• Project Archive
• Lessons Learned document

Required for the Execution Phase

Needed by the IOWAccess Advisory Council for Funding Decision #3:

• Return on Investment - Execution Phase (Parts IV and V) document (ROI), to justify the project cost.
• ITE, vendors, or other IT professionals provide:
  • Statement of Work
• In addition, when ITE is used, they provide:
  • Draft Service Level Agreement (SLA) for internet hosting, for the agency to use in its final funding request.
  • Agreement to use ITE's Authentication and Authorization (A&A) component for secure online transactions (if needed)
