IOWAccess Advisory Council Funding Process
With the passage of SF2088, the IOWAccess Advisory Council is eliminated. However, the IOWAccess revolving fund and citizen portal continues, with modifications to the funding approval process.
DAS Interim Process for
Approval of IOWAccess-funded Projects
The DAS IOWAccess interim process uses the same criteria established for reviewing IOWAccess funded projects developed previously by the IOWAccess Advisory Council:
- The request must be made by a State of Iowa, county or local government agency.
- The request must meet the mission of the government agency.
- The request must provide a service to the citizens of Iowa.
- The website/application must provide electronic access to government information or transactions whether federal, state or local.
- The government agency can outsource management of the website to a non-profit organization, but the agency is ultimately responsible for the information contained therein.
For projects exceeding $50,000: After review by the IOWAccess Manager, IOWAccess concept papers for projects with total projected cost to exceed $50,000 are provided to the DAS Coordinator for release to the Joint Chief Information Officers (JCIO).
The DAS Coordinator distributes those IOWAccess concept papers to the JCIO for a check of duplication within the enterprise or identification of opportunities for cross-government entity collaboration. Their findings are due to the DAS IT Procurement Review Committee a week before the scheduled meeting, currently the second Thursday of month following their submission.
For projects equal to or less than $50,000: After review by the IOWAccess Manager, IOWAccess concept papers for projects with total projected cost equal to or less than $50,000 are provided to the DAS IT Procurement Review Committee for their meeting the third Thursday of the month following submission. The Committee will review the request as well as any agency presentation.
For projects that are expansions of previously approved projects: After review by the IOWAccess Manager, IOWAccess concept papers are sent to the State CIO for recommendation to the DAS Director, who has final approval of IOWAccess projects.
The DAS IT Procurement Review Committee provides their recommendation to the DAS Director for a final decision.
Requests for adjustments to previously approved funding are submitted as Change Requests. Change Requests will be considered in any of the monthly meeting cycles, but since they pertain to previously approved projects, they are not reviewed by the JCIO.A Change Request document must detail the changes to the project, their cause, their impact on the schedule, the total cost of the change, and the impact to the project if the change is not approved.
